Procedures to ease working with the RS-232 interface.

I added routines to convert between baud rates and baud rate codes.

Derived From

Code available in the Psion Series 3a Programmers Manual, and code written by myself. Modified the rsset: procedure to use a handle passed to it, rather than assuming the serial port was LOPEN'd.
